Hot is better
Heated water is what makes a power washer. Instead of relying on pressure only, use heated water to dissolve the invincible dirt and see it get cleaned fast. Cold water may be under pressure but greasy surfaces such as outdoor grills may require increased temperature.
Simply removing mildew and mold is not the key issue when doing cleanup. What your fence or side bricks may need is to keep them off which can be done through addition of chlorine into the water to be used for the process.
